CFTC Eyes New Crypto Market Rules
Key Summary
The Commodity Futures Trading Commission (CFTC) is releasing an Advanced Notice of Proposed Rulemaking (ANPRM) to establish two new regulatory regimes for crypto markets: Regulation Crypto Asset Transactions (Regulation CTX) and Regulation Crypto Asset Markets (Regulation CAM). The proposed rules aim to address retail trading involving margin, leverage, and financing, with a three-tier structure including conventional spot exchanges, retail customer exchanges, and futures/perpetuals/derivatives exchanges. The CFTC has yet to enact the rules, inviting public comments that will be open for 60 days. The move comes after the Senate's failure to pass the Clarity Act, which would have provided the CFTC with a wider statutory role over crypto markets.
The CFTC is moving to build a new federal rulebook for crypto markets, proposing purpose-built regulations that could bring leveraged retail crypto trading.
